Royalty Review Committee submits recommendations

The Mountaineering Royalty Review Suggestions Committee (MRRSC) submitted its report to Minister for Culture Tourism and Civil Aviation on January 16, 2008. Mr. Dinesh Hari Adhikari, joint secretary with Ministry of Culture, Tourism and Civil Aviation (MoCTCA), was the coordinator of the committee.

Receiving the report, Minister for Culture Tourism and Civil Aviation Mr. Prithbi Subba Gurung said that the reduction of royalty fee as per the committee's report would bring about new dimensions in Nepal's mountaineering history and that it would elongate tourists' length of stay in Nepal. 'After the implementation of the recommendations, we can also attract adventure seekers that don't have adequate financial resources,' Mr. Gurung said. 

The committee has suggested slashing royalty fee to different mountain peaks of the country in the autumn and rainy season by 50% and 75% respectively. The committee, however, didn't suggest any changes in existing royalty fee during the summer season. Likewise, the committee also suggested in keeping same royalty fee in summer and autumn seasons for Mt. Amadablam. The committee has also recommended allowing a maximum of 15 people per team. Likewise, the committee also suggested for royalty breakdown as per the number of people in the expedition. 

With the objective of encouraging mountaineering expeditions to Mid and Far Western Regions, the committee has suggested the government not to impose royalty fee at all for five years.

The committee also suggested the government to open more mountain peaks for climbing, to allow the use of ladder in the icefall to facilitate climbing of Mt. Cho Oyu from Nepali side, to bring about policy of retaining certain amount of mountaineering royalty to concerned districts, and extending the services of Tourist Police to other areas of the country including Namche Bazaar.

Other members of the committee were Mr. Ang Tshering Sherpa, president-Nepal Mountaineering Association; Mr. Jyoti Adhikari, president-Trekking Agencies Association of Nepal; Mr. Wanchu Sherpa, president-Everest Summiteers' Association; Mr. Mahendra Bahadur Baniya, representative-Ministry of Finance and Mr. Bishnu Kaji Thapa, representative-Ministry of Law, Justice and Parliamentary Affairs.
